hi, advice would be go only to a registered dealer, don't do cars out of newspapers or ebay. i got my car 2nd hand car from the car people, excellent service and price. then my wife wanted a vw beetle so we traded that in and got a car from the vw garage.
is your budget for insurance as well?
i think you'll have trouble getting a new car for 2000.

Go to a car auction and try to buy a trade in that the main dealer is getting rid of.
I would suggest, as a first time buyer, you should avoid private sales (e.g. newspapers, ebay etc.) and stick with trade dealers. This is because if you buy private you will have hardly any fallback and are very unlikely to get a guarantee. This means that if within a few weeks, something goes wrong, it is money wasted. It is better to spend that little bit extra to have that peace of mind.
Also, stay Japanese or German. Cars such as Hondas, Toyotas, VWs etc. have a great reputation for reliability and build quality. They may not have much ';badge value';, but as a first car, it should be a head purchase (low insurance, low tax) than a heart purchase (performance, prestige brand).
On Auto Trader, I have found a few cars which may interest you:
1. 1999 VW Polo 1.4 CL. 99,000 miles and looks quite good.

2. But if you do want a head-turning car, look for an MG ZR. I have found one in red, 51 reg, 58,000 miles. Looks quite nice and sporty.

Buy private for better value. take someone with you who knows about cars to give it a full inspection.
Buy Japanese or Korean - stay away from European cars.
Stay under 1.2litre and over 5 years old to keep insurance costs down.
Buy japanese (mazda, honda, toyota, nissan) they are rock solid reliable cars, fords are also good these days, the focus is a very good car. Avoid Vauxhall like the plague (loadsa vauxhall owners are gonna burn me for that) they are totally unreliable, fall apart and are expensive to fix, everyone i know who has owned a vauxhall has has major problems with them.
